Decent Employment for Youth in Cambodia – Phase III

  • Objectives: DEY Phase 3 aims to improve youth employment in Cambodia by February 2028. It focuses on equipping 3, 700 youths, including 200 with disabilities, with necessary skills and opportunities. Through vocational training, career counseling, and job placement, it seeks to empower youths for sustainable livelihoods. The initiative will also create inclusive workplaces through partnerships with private and public sectors, contributing to Cambodia’s economic development and promoting social equity.
  • Strategies: The Programme is to enhance youth employment and skills development. It aligns with the National Employment Policy (NEP) and supports the Technical and Vocational Training (TVET) strategy by equipping youth with market-relevant skills. It integrates digital and green skills, contributing to Cambodia’s Industry 4.0 strategy and preparing youth for technological advancements. It emphasizes inclusivity, targeting vulnerable groups like young women, migrant returnees, and rural youth. DEY Phase 3 also supports Sustainable Development Goals (SDGs) related to quality education, decent work, and reduced inequalities, creating a resilient and equitable future for Cambodian youth.
  • Outcomes: The DEY Phase 3 initiative enhances youth employment in Cambodia based on 3 significant outcomes:
    •  Outcome 1: Increased youth employability with skills tailored to current and future labour market demands.
    • Outcome 2: More youth securing jobs and experiencing better working conditions in SMEs.
    • Outcome 3: Enhanced access to labour market opportunities for decent and productive employment for youth.
